Officials report progress: While the situation remains critical, there is some positive news. Water levels in several parts of Texas are beginning to decrease, returning towards pre-storm levels.

Guadalupe River update: The Guadalupe River near Kerrville, which experienced a dramatic surge of more than 20 feet in just 90 minutes during the heavy rainfall, is now only a foot or two above its pre-flood level, according to CNN.
